A man was arrested in Richland County, South Carolina, after shooting at a Black man who was running near the Spring Valley subdivision. After shooting and missing, the man yelled at the Black man, calling him "Boy". It is the first time the hate crime ordinance was added to a charge since being passed in Richland County earlier this year.
